Ludlow Submits Ambitious Bid to Become Town of Culture 2028

Ludlow Town Council is delighted to announce that it has formally submitted its application to become UK Town of Culture, marking a major milestone in a process shaped by months of partnership‑building, community engagement, and creative ambition.

Ludlow’s bid tells the story of a town defined by its borderland identity, rich heritage, and remarkable capacity for reinvention. Drawing on centuries of cultural exchange, agricultural tradition, markets, festivals, and grassroots creativity, the application positions Ludlow as a place where history fuels imagination and where community spirit drives innovation.

At the heart of the submission is a commitment to ensuring culture reaches every corner of the town. The proposed programme focuses on youth voice, intergenerational connection, rural inclusion, and creative opportunity, responding directly to local evidence about isolation, limited youth provision, and the challenges faced by rural communities. The bid outlines plans for new cultural pathways, creative skills development, paid youth roles, and a “Festival of the Future” shaped by young people’s vision for Ludlow over the coming decades.

The application has been strengthened by an alliance of partners, including Pentabus, Ludlow Assembly Rooms, SYA, Ludlow College, local schools, heritage groups, festivals, volunteer‑led organisations, and community support charities such as Working Together Ludlow and Hands Together Ludlow. Their involvement ensures the programme is rooted in lived experience and reflects the needs and strengths of the whole town.

In her letter of support, Cllr Heather Kidd, Leader of Shropshire Council, praised Ludlow’s “remarkable and distinctive story” and highlighted the town’s blend of heritage, creativity, and community resilience. She emphasised that Town of Culture status would not only celebrate Ludlow’s strengths but also shine a light on the challenges rural communities face — from isolation to economic hardship — and help ensure the benefits of cultural investment are shared by all.

Mayor of Ludlow Diane Lyle shared “Ludlow has always been a town with a big heart and a strong sense of identity. This bid captures that spirit — our history, our creativity, and our ambition to make culture part of everyday life for everyone who lives here. I’m incredibly proud of the community effort behind this application and excited about what it could mean for Ludlow’s future.”

Ludlow Town Council extends its thanks to everyone who contributed ideas, feedback, and enthusiasm throughout the development of this stage of the bid. Over the coming months, the Department for Culture, Media & Sport will review applications from across the UK before announcing a shortlist later this year. If Ludlow is selected, residents will be invited to help shape a full, detailed bid through workshops, school sessions, neighbourhood pop‑ups, and youth‑led activity. The final Town of Culture winner will be announced in 2027, but whatever the outcome, this process has already strengthened partnerships, amplified youth voices, and laid the foundations for a more connected and creative future.
